What US states permit someone limited by mobility, without a car or driver?s license, to sell life insurance?

All. Being physically disabled in anyway, does not preclude you from holding an insurance license. Steven Hawking could get one if he wanted.

Having a driver?s license is also irrelevant. If you are *prohibited* from having a license because of tickets, DUI, or something, you might have problems getting an insurance license, however.
Any of them. You don?t need a car or a driver?s license, or to be wildly mobile, to sell life insurance. Of course, it?s harder to close the deal, if you?re working ONLY via mail, or making them come to you.
