Follow These Expert Tips To Get Acne Free Skin Today ...

No one looks bad when they have clear, smooth skin. Having healthy skin is something everyone wants. Acne does not just happen to teens, it affects people of every age and gender. If you suffer from acne and have been trying to clear it up, consider looking into starting a skin care regimen. You will find the advice you need to get yourself started in this article.

It is vital to put acne medicine on the entire face and not just on visible spots. There can be acne under the skin in areas that haven?t appeared yet. Reserving the medication for only the visible acne will miss those future breakouts. Remember to apply the medication to your forehead, too.

Hydration is essential for skin health, especially if you suffer from acne. Water is one of the most essential things you can consume everyday. Aim for 6 to 8 glasses every day. If you have an overabundance of dead skin on your face, your pores will get blocked which is the reason you get acne.

A diet that contains fruits, vegetables, lean protein, and whole grains will help your body get rid of acne. Also, drink plenty of water to keep your body hydrated, and to flush the toxins out of your system. Try to get about 10 minutes of sun per day.

Most of you have probably heard that stress is a huge contributing factor in acne breakouts. Stress is not always easy to avoid, but fortunately, there are several ways to cut back the stress in your daily life. Stretching exercises are a great way to reduce stress. Consider Pilates, tai-chi and yoga as great options.

It is important that you not pick at acne or acne scars. This will cause more irritation, redness, scarring, or possibly an infection. If you want to get rid of acne scarring, talk with your dermatologist.

For clear, acne-free skin, consider applying tea tree oil to the spots where you are acne-prone. Tea tree oil can treat blemishes, reduce oil buildup and kill germs without drying out your skin.

I used to suffer through the pain of acne at one point in my life. Then it just went away. When I stopped eating greasy foods such as pizza and fried foods, it really helped clear up my skin.

If acne breakouts are common for you, wash your face more often during the day. Wash your face twice a day, once after waking up and once before going to sleep, to clear up acne-causing bacteria and prevent your skin from breaking out.

If you?ve popped a pimple, the best treatment for it, would be to apply a dab of Neosporin. Redness and irritation also respond well to the cream?s ingredients. When applying Neosporin, always make sure to use a Q-Tip in order to assure no dirt and oil from your hands gets into the infected skin. You want to be sure that you do not put too much on.

Almost everyone, except the truly blessed, has suffered the torture and embarrassment of acne during some phase of their life. Seeking solutions to your acne problem can often lead you to a frustrating search. This article gives some realistic, workable solutions. Consistently applying these tips will soon give you the healthy, smooth skin you?ve always wanted.

South Africa: Banyana Ready to Take On Canada

Pretoria ? Banyana Banyana will be out to prove that they are not in London to make up the numbers when they lock horns with Canada in their second Olympic Group F match in Coventry on Saturday.

Kick-off is 3:45pm South African time. While nerves may have got the better of the South Africans in the first 30 minutes of their opening encounter in their 4-1 defeat to Sweden on Wednesday, skipper Amanda Dlamini's charges must now have settled into the Olympic mode, and need a win to keep alive their hopes of a place in the next round.

"We have seen a bit of Canada in action when we participated at the Cyprus Women's Cup in February this year and have an idea of what to expect.

"The nerves of the first match are now behind us and we hope to do our country proud when we face Canada on Saturday.

"It's a great experience for South Africa to play at this level of women's football, being the first time that our senior women's national team has qualified for the Olympics since our team was formed in 1993," said Dlamini.

The Canadians will be just as anxious to secure points, having gone down 2-1 to Japan in their opening Olympic Group F fixture.

The South Africans have had a solid build up phase to the Olympics since outplaying Zambia, Tunisia and Ethiopia in home and away matches to book their place along with Cameroon - as Africa's representatives at the London Olympics.

They also participated in the Cyprus Women's Cup as part of their preparations for their Olympic Games debut.

Banyana outplayed Zambia 6-2 on aggregate to book their place at the CAF African Women Championship 2012 which kicks off in Equatorial Guinea at the end of October.

Banyana's final group fixture will be against FIFA World Cup champions Japan on Tuesday, 31 July in Cardiff.

How You Can Help Your Finances With Personal Bankruptcy | Siben ...

TIP! It is important to list all debts when filling out your bankruptcy papers. If you fail to include a debt in your filings, you will still owe it when your bankruptcy is discharged.

If your financial situation is real bad and you?re looking at bankruptcy, then stop worrying. There is a lot of helpful advice on the Internet that will show you how to avoid this terrible bankruptcy situation. Read through this guide and learn how you could avoid being bankrupt.

TIP! When filing for bankruptcy, make sure that you hire a lawyer to represent you. Your lawyer can determine if you eve need to file, and if you do, act as an advocate in court and make the process go more smoothly.

Every single piece of financial information you have needs to be studied and properly listed when filing a bankruptcy claim. Leaving out information either purposely or by mistake can prolong your petition, or have it dismissed completely. Even small amounts of money contribute to your overall financial picture, so do not exclude them. Current loans, second jobs and assets ought to be included.

TIP! If you are a position where you are considering bankruptcy, take a moment to reflect on how your financial situation got this bad. Were you spending far too much on luxuries? Did you ever have the means to repay your debt? You may need more help that a bankruptcy lawyer can provide if you are constantly spending money that you don?t have.

Bankruptcy is tricky and hiring a good lawyer will be a must. With all the ins and outs of bankruptcies, it can be hard to grasp all the knowledge. A qualified bankruptcy attorney can guide you through the filing process.

TIP! If you?re tired of receiving calls from creditors, you may want to think about filing for bankruptcy. Debt that you can no longer control can be overwhelming.

If you are feeling down, use the internet to chat with other people who have been through bankruptcy. It goes without saying that there?s a lot of stress involved with bankruptcy. It can put a big strain on your personal relationships. If you join the right online group, however, you will be able to find support and advice from others who are, or were, in your situation.

TIP! If you are hiring a lawyer, be sure to choose one who has experience with bankruptcy. There are a slew of attorneys ready to take your case.

You should not have to pay for a consultation with a bankruptcy attorney. Make sure you ask lots of questions. Nearly all attorneys offer free initial consultations, so you should be able to meet with a few before you make a final hiring decision. Make a decision when all your concerns and questions have been addressed well by one lawyer in particular. Take your time before you decide to file after you meet with your lawyer. You have lots of time for consulting with other lawyers.

TIP! Chapter 13 bankruptcy might be a good option, so don?t overlook it. If you currently have some income and don?t have more than $250k in debt, you can declare bankruptcy.

Don?t procrastinate when it comes to declaring bankruptcy. If this is the only option that you could take, waiting won?t make it better. The longer you wait, the more stressed out you will feel and the worse your financial situation will become. The adverse consequences can spread and cause problems in other areas. The more quickly you get started, the sooner you will get it over with.

TIP! You may have many conversations with lenders before you end up starting the bankruptcy process. If you reach any agreements with them, make sure to get written documents stating the details.

You should weigh every option before thinking about bankruptcy. Ask a bankruptcy lawyer if a debt repayment plan or rate reduction would be of benefit. Various loan plans out there can be a lifesaver if you?re facing a foreclosure. Your particular loan holders can provide a lot of assistance if you?re just willing to speak with them. You can negotiate lower rates, longer terms, and other means of repayment that may keep you from having to file a claim. Ultimately, creditors want their money, and many times repayment plans are preferable to a debtor that is bankrupt.

TIP! Some lawyers have a phone service creditors can call instead of you. All you have to do is provide the number.

Before you file for bankruptcy, be sure you know how to properly repay your debts. There are bankruptcy laws which forbid repayment of some creditors within three months before filing. In the case of family members, this period of time may extend to a full year. Know the rules before you jump in feet first.

TIP! You trust your lawyer, but it is your responsibility to educate yourself as well. The lawyer does know all about the laws of bankruptcy, but you would be better off to figure out how the proceedings work too.

The best bankruptcy lawyers will have a solid reputation. These are the lawyers you want to seek out. Find out if the attorney you are interested in offers a free consultation. If they offer a free consultation, pay him a visit, making sure to take your financial information with you. They can help you make sense of the process.

TIP! It is important to protect your home when filing bankruptcy. Losing your home is thought of as common in bankruptcy cases, but it is by no means inevitable.

The right planning can help you get what you need. The more time that you can give yourself to improve your financial status, the better. If you are taking the steps necessary to avoid bankruptcy, you are on the right track. The time to plan you future is now so get on with it

Numerous companies these days hire companies providing services such as small business management consulting to further improve internal management and operations.

As not all business owners have the essential educational background to know exactly how the business works, suggestions from a seasoned and knowledgeable party expert could be important. If you examine internet sites giving consulting services, you can find numerous professionals who could help with certain aspects of your company.

What kind of Business Consultant Should You Acquire?

A lot of consultants have certifications from prestigious business schools. Some can even be corporate executives themselves. If you wish to ensure about your consultants expertise, pick one with a consulting company.

One more element you must think of when searching for a good business consulting company is actually experience. While its true a diploma from a top rated business school may be spectacular, nothing compares to firsthand experience. Some successful corporate executives and entrepreneurs provide consultation quietly.

Business consultancy firms could have a specialized niche of business scale or industry. Some business techniques may work well in defined industries for companies with a specific size. If its possible, look for a consultant with expertise of at least experience handling a firm using the same type as yours.

Evaluate your consultants record of accomplishment. Check if their business consulting services were good at the past. Try to find an advisor or consultant with a high success rate. This can be the only thing you need for your business to take off.

One thing you need to consider is the sort of field your consultant is in. There are those who are useful in arranging systems and improving employee productivity while other professionals are better off proposing ideas for expansion along with other ways of implementation. Hire a consultant who specializes on the aspect in your business you need improvement on.

Consultants will still make reference to other businesses. Though this may offer a general viewpoint and help you comprehend your firm, there might be cases where theres conflict of interest. They can not be as concentrated to your case as they are along with other clients. Make sure you get a loyal advisor.

Small business management consulting does not lessen the risk of establishing your own business. Additionally they dont help eliminate your competition. The best thing they may do is present noteworthy counsel. In the long run, tough business decisions still depend upon you.

Boxer - Libby - Medium - Baby - Female - Dog | Lebanon | eBay ...

Boxer - Libby - Medium - Baby - Female - Dog

Libby is a beautiful, healthy 32-pound boxer mix, and is approximately 7 months old. She was found with no I.D. or microchip in Nashvilles Priest Lake area on May 24, 2012.

Libby is all legs and full of puppy exuberance! Its quite a sight to watch her bounce through the yard catching fireflies in the evening hours. She is adapting very well to her Agape foster family and LOVES walking on a leash! She responds well to training with treats and has already learned sit and down. She is house trained. Libby enjoys the large fenced backyard at her foster house. She is calm indoors when her people are present and she loves to curl up on the loveseat with a good rawhide!

She would love a forever family that can give her plenty of exercise and attention someone who has experience with young dogs would be a good match. She is very smart and has great potential! Libby is still a growing pup so even though she is drawn to children, a home with older kids would be best. With a person to love and guide her, Libby is going to be an amazing best friend forever! She is heartworm negative, spayed and up-to-date on all her shots. If youd like to meet Libby and see if she is your best friend, contact [email removed] or call 615-406-7799!

If you are interested in adopting a dog from Agape, here is what you can expect. On average we spend $350+ per dog while they are in foster care with us, but the adoption fee is typically only $175.00 per dog. Our dogs are fully vetted, spayed or neutered, and all other medical needs have been taken care of. Many times the dogs we rescue require over $1,000 in medical bills, but the adoption fee remains the same.

After youve decided to learn more about a potential dog for your family, you should fill out the application: http://www.agaperescue.org/ApplyOnlineNew.php. This will help us help you make the best match for your family and lifestyle! After we receive your application, we will ask and answer any questions that may be relevant, and set up a time for your family to meet your potential forever friend! Please understand that our foster parents all work full time jobs and foster on a volunteer basis. We will do the best we can to accommodate everyones schedules when setting up times to meet a dog. If you decide to move on to the next step in the adoption process, we will work out a time to bring the dog to your house for a home visit. Dont worry; this is not a white glove test to see how many times you dust per week. This is simply an opportunity for everyone to see the dog in your environment to make sure this is the right decision, and that the dog is a good fit for your family. We never want to pressure a family into adopting a dog, so you are welcome to take a night or two to think things over before committing to adoption. If your family falls head over heels in love with the dog, and we feel like the dog is a great fit for your family, then of course we will schedule a day for your new best friend to come back for his permanent adoption into your home! You will be provided with all medical records, reading material to help you with the transition period, and a standard adoption contract.

We appreciate that you are considering a rescued dog, as we have many on the waiting list needing our services, and they all deserve amazing forever homes! When you adopt from Agape you save two lives: the one you adopt, and the one that we are able to bring into our program because you have opened up a spot in foster care! Please contact us with any questions and we look forward to meeting you soon!

10 gadgets to turn your dorm room into geek heaven

16 hrs.

When I was in college, I worked part time to afford an apartment because the on-campus dorms were expensive and generally terrible. Still, I regret missing out on that experience. Maybe it would be different if I could have decked out my dorm room the following awesome gadgets.

Bacon alarm clock
Have to be up early at 1 p.m. for an exam? You can rely on the BAKON Alarm Clock. This DIY project requires an old baking oven, a timer, high-temp car paint, a pig keychain from Party City, spare bottle caps, 10-gauge solid wire, some googly eyes, a screwdriver and a Dremel tool. Once built, it will wake you up with the sizzling sound, delightful smell and delicious taste of bacon. Instructables via That's Nerdalicious

Marshall guitar amp fridge
It may look like a Marshall guitar amp, but this is actually a 4.4-cubic-foot refrigerator/freezer that you can fill with beer and pizza rolls. It even features an homage to Spinal Tap, in the form of knobs that actually go to 11. Most dorm parties only?go to 10, so that means you'll be partying one harder. $300 ??Marshall Fridge via That's Nerdalicious

Brew Cave walk-in beer cooler
So the guitar amp fridge was cool and all, but the dorm fridge of your dreams would undoubtedly be the Brew Cave walk-in beer cooler. In addition to offering four inches of insulation, the cooler also boasts shelf space for up to 30 cases of beer, room for four kegs, and a built-in tap. Of course, I think this cooler has more square footage inside then the dorm rooms at my old college. $6,349 ??Kegworks via That's Nerdalicious

Smart trash?can
While I doubt that many students these days will be using a typewriter in their quest to stretch two pages of text into the required five, this smart trash?can will still do a great job of catching your garbage on the fly. It uses Microsoft Kinect, a motorized wheelbase and a heck of a lot of coding to track your flying wads of paper and ensure you hit that three-pointer every time.

BRAD automated dorm
University of California at Berkeley freshman Derek Low spent three months creating what he calls ?the most ridiculously automated dorm room in the school ever.? Dubbed ?BRAD? (Berkeley Ridiculously Automated Dorm), the system employs motion sensors to detect when someone enters or exits the room, and it has the ability to control the lights, window shades, and music via voice controls and mobile apps. An emergency red ?party mode? button was also provided, which closes the shades, turns on dance music and replaces the overhead lights with flashing neon lighting and strobes. CubicleBot

?More craziness fron Nerd Approved:

Giant Legend of Zelda wall mural
The giant Legend of Zelda wall mural is an opportunity to decorate your dorm room with something nerdy and elaborate but surprisingly inexpensive. It's an 8-foot-by-3-foot fabric map of the entire Zelda overworld that will only set you back around $40. Plus, when it's laundry day, you can take it off the wall and?wear it like a toga. That's what I call versatility. Etsy via Nerd Approved

Lightsaber chopsticks
You may be a freshman eating Ramen, but at least you're doing it like a Padawan with these fancy light-up lightsaber chopsticks. Indeed, the blades actually glow thanks to LEDs that can be activated with the push of a button. $17.99 ??BigBadToyStore via That's Nerdalicious

Podtime tubes
Privacy and sleep are two things that are hard to come by while living in a dorm. These Podtime beds could provide a solution to both of those problems. With a shell made of "practically indestructible" polycarbonate, Podtime tubes can be stacked on top of one another like bunk beds so they won't take up much space. They can also be customized with entertainment systems, LED lighting, storage and an alarm. $2,158 and up ??Firebox and Podtime

An electronic beer pong table
For many college students, a good beer pong table is a crucial piece of furniture. If you have the resources and the ambition, you could make something similar to the version featured in this video from Auburn University. While there doesn't appear to be any details on the building of it, some engineering student has clearly put his new found skills to their ultimate use. Break?(video)

Iron Throne
Every dorm room needs a good chair, but if I had all the money in the world (as opposed to wondering how I would afford breakfast from the Dollar Menu), I would eschew comfort in favor of this "Game of Thrones" Iron Throne replica. This official life-size?seat is no joke either. It stands at 7 feet tall and 5 feet wide and weighs 350 pounds. It also costs a whopping $30,000???HBO via Nerd Approved

Poland closes embassy in Syria as crisis worsens

WARSAW, Poland (AP) ? WARSAW, Poland (AP) ? Poland has closed its embassy in Syria and evacuated its diplomats because of the deteriorating security situation in Damascus. The embassy had also representing U.S. interests in the country in recent months.

Polish Foreign Minister Radek Sikorski said he took the decision out of concern for the security of the embassy's staff, who have already left Syria.

"The decision was taken due to the dramatically worsening crisis in Syria, which has led to the deterioration of security and has made it impossible for Polish diplomats to carry out their duties," Sikorski told a news conference in Warsaw.

U.S. Ambassador to Poland Lee Feinstein expressed thanks to the "government and the people of Poland for their act of friendship and solidarity" in having represented Washington in Damascus since Feb. 6.

"The brave Polish diplomats who served in the U.S. Interests Section helped keep U.S. citizens safe during a dangerous and difficult time," Feinstein said in a statement. "For this we owe Poland a debt of gratitude."

Sikorski said the embassy will reopen as soon as security conditions allow it.

Many countries closed their embassies in Damascus months ago, protesting the Assad regime's brutal crackdown on protests and citing security concerns. The United States was among the first, pulling out its ambassador in February. Canada and several European nations followed in March, as did Turkey, once a key ally of Syria. Among Arab nations, Qatar was the first, closing its embassy in July 2011, followed by Saudi Arabia and Bahrain this year.

Jobs crisis first big test for firebrand French leftist

PARIS (Reuters) - Arnaud Montebourg, a tousle-haired leftist with a fiery streak, endeared himself to French TV viewers last year when he used a debate among presidential contenders to demand an end to the jobs pain he says globalization has inflicted on France.

Nine months on, as the grandly titled Industrial Renewal Minister, Montebourg is grappling with a swathe of layoffs as the new Socialist government is put to the test over its election pledge to bring down unemployment.

His tactic of venting anger at company bosses plays well with the public but offers no long-term solution to 10 percent unemployment or the loss of 13,000 jobs at car maker Peugeot and telecoms group Alcatel.

Stuck managing a crisis that may have barely begun - trade unions expect tens of thousands more job cuts in the months ahead - his finger-pointing has only drawn attention to the government's dearth of ideas for bolstering France's waning industrial competitiveness.

The left-wing solutions Montebourg used to advocate, such as massive state investment, are seen as unworkable with government coffers depleted by three years of economic crisis that have bloated the public debt and put Hollande under pressure to trim the deficit fast.

"With a title like 'industrial renewal minister' you can't just complain that companies aren't doing what they should, you have to be the one putting things in order," said Christopher Bickerton, a Paris-based political scientist.

"People can go back to Montebourg's old speeches and say: okay, now that your party is in power what are you going to do?"

The government's plans to step up investment in green industries and make it harder for profitable companies to fire workers are seen as falling well short of what is needed to return the industrial sector to health - namely measures to lower painfully high labor costs.

Jobless claims have risen steadily for 14 months and this week hit their highest in nearly 13 years. Analysts expect unemployment to keep rising until at least the middle of 2013.

Among other jobs at risk are at least 1,000 at troubled poultry group Doux, a family firm now operating under court administration and awaiting a takeover.

As anxiety grips French workers, opinion polls show Montebourg -- a dapper 49-year-old former lawyer with big political ambitions -- has never been so popular.

But, short of convincing unions to accept painful labor market reforms to give employers more flexibility that even the conservative previous government balked at, he could find himself the fall guy for President Francois Hollande's shaky-looking pledge to revive industry.

"This job is a bit of a poisoned chalice for Montebourg," said Bickerton, an associate professor of international relations at Sciences Po university. "He is really on the rack right now and this will be a real test of his ideas."

However, since he took up his post, Montebourg has dropped his hard-left protectionist stance and offered up little by way of new ideas.

Hollande will make a show of support for Montebourg on Friday when he accompanies him on a visit to a research site of car parts maker Valeo, just west of Paris, which has been hit hard by tumbling car sales in Europe.

"PHONEY MEASURES"

That slump has hit Peugeot, whose heavy first half losses this week followed the announcement in mid-July that it would cut 8,000 jobs in France.

Montebourg's response was to berate the firm's main shareholders, the Peugeot family, in an outburst opposition lawmakers said was unseemly for a government minister.

The puny aid plan for the car industry he unveiled - Montebourg announced higher subsidies on both electric cars and hybrids - underscored the limited options open to national governments.

Labor Minister Michel Sapin weighed in saying the two-month-old Socialist government could not work miracles overnight but that the creation of 100,000 state-subsidized jobs next year, fulfilling a campaign promise, would ease the blow from industry cuts.

Opposition conservatives say artificially creating jobs cannot make up for a lack of new private-sector employment and that cash rebates cannot make up for waning consumer demand.

In a throwback to his assertion during last year's Socialist Party primary that Chinese firms using cheap labor meant unfair competition, Montebourg also said the government may seek EU action over an influx of low-cost South Korean cars.

But France cannot flout free trade rules any more than it can realistically pour money into struggling private companies.

Some economists say the crisis offers Hollande the opportunity to tell unions that the only way out of the doldrums is to drive through reforms now to bring labor costs down to the level of the rest of Europe.

Yet fury over job cuts make this an inauspicious time to push for more labor flexibility. France's stretched public finances also make this a tricky time for the government to trim companies' social welfare levies, which would be another possible method of easing labor costs.

"Arnaud Montebourg is a liar and is proposing phony measures," SIA union member Tanja Sussest said of Montebourg's auto sector plan during a protest outside Peugeot headquarters.

Hollande, whose popularity ratings have dropped to as low as 53 percent largely due to public gloom over the economy, has mostly stayed away from the eye of the storm and left Sapin and Prime Minister Jean-Marc Ayrault to support Montebourg.

He backed Montebourg's stance on Peugeot management, however, in a July 14 TV interview in which he accused the car maker of lying over its intentions and said the state would not stand idly by as it slashed jobs.

Skeptic Deems Proposed $40M Fieldhouse A 'Masquerade That ...

The $40 million, 2,499-seat Fieldhouse/Velodrome proposed for Brooklyn Bridge Park has been personified as a community recreation center, with an indoor bike riding track as its centerpiece. But Peter Flemming, Co-Chair of the Brooklyn Bridge Park Community Council and a member of the Citizens Advisory Committee of the Park Corp., says the plan that?s been shared with the public is a rouse.

He tells the Brooklyn Eagle that the proposed Fieldhouse is actually ?a specialized velodrome masquerading as a community recreation center?and it doesn?t belong in Brooklyn Bridge Park? Painting stripes on a horse doesn?t make it a zebra.?

Flemming says that the Velodrome will primarily serve specialized competitive track cyclists who come from around the world, accompanied by hundreds of vehicles and thousands of spectators, to the detriment of BBP: ?It?s a pipe dream. The number of people who really want it you can count on the fingers of your left hand. What is it doing in our park? Why help the city build a huge stadium in a tiny waterfront park for this quaint, obscure, bizarre sport??

The Eagle explains: ?A velodrome is a racing track, banked 45 degrees or more at the curves, for competitive bicycle racing. Competitors ride special fixed-gear bikes without brakes, and must travel at least 16 miles an hour to avoid tipping over. There is only one other indoor velodrome in the United States, the Home Depot Center Velodrome in Carson, California, though there are dozens of outdoor velodromes.?

Brooklyn Bridge Park proponents say the Fieldhouse, backed by founder and chairman Joshua P. Rechnitz, is envisioned as a ?flexible public indoor athletic and recreation center? that includes a public boathouse, restrooms and space for the park?s maintenance and operations.

Greg Brooks, executive director of New York City Fieldhouse, argues in the Eagle that the entire community will make use of the facility, and says it will ?save the park millions in capital costs. That?s money for maintenance, restrooms, storage for kayaks, all capital costs the park will not have to spend or maintain.?

Regina Myer, President of Brooklyn Bridge Park, adds, ?The proposed Fieldhouse will bring park users and the community the all-weather sports and recreation venue that has always been included in the General Project Plan for the park but was unattainable due to financial constraints. We will continue to work with the New York City Field House to address the community?s concerns and ensure that this project adds positively to the park experience.?

There?s much more to the story in the Brooklyn Eagle. See the article here.

Why is Romania's president facing impeachment vote?

The president faces impeachment for alleged abuse of power in a referendum next week, as?Romania's prime minister is accused of undermining the country?s institutions for his own gain.

By Andrew MacDowall,?Contributor / July 12, 2012

Weaknesses of Romania?s post-Communist transition have been on display this week as the country?s political crisis deepens. The prime minister is accused of undermining the country?s institutions for his own gain, as the president faces removal by impeachment in a referendum next week.

After well-publicized controversies about growing authoritarianism in Russia, Ukraine, and Hungary, and similar shifts in Slovakia, Macedonia, and elsewhere in the region, Romania is the latest to show signs of a weakening democracy.

The European Commission, the EU?s executive body, has issued a warning to Romania over the situation, and some say if the crisis deepens, Romania could have its EU voting rights suspended or risk losing an?International Monetary Fund aid package aimed at stimulating its struggling economy.

Prime Minister Victor Ponta, barely two months into the job following a parliamentary coup in late April, is locked in a dramatic power struggle with suspended President Traian Basescu. Allies of each man are pitted against each other as well. A referendum on Mr. Basescu?s impeachment will be held on July 29, following on the heels of the parliamentary decision to suspend him for abuse of power. Allegations included failing to act impartially and putting pressure on the judiciary.

Mr. Ponta?s government, a Social-Liberal coalition, is led by the PM?s own social democrats (PSD), which can be traced back to the Romanian Communist Party. The coalition has made several recent moves that have caused concern both in Romania and the international community.

One of the triggers for the current crisis was a disagreement between Ponta and Basescu over who should represent the country at an EU summit. The constitutional court determined that, following past protocol, it should be the president. In response, Ponta stripped the court of its right to overrule parliament and tried to replace some of its members; The Ombudsman ? a position meant to serve as a check on government power who coordinates with the court ? was replaced with a political ally of Ponta's; And the prime minister took control of the country?s official bulletin, where laws are published, potentially giving his coalition the power to control legislation, and delay court and presidential rulings.

And finally, Ponta?s coalition attempted to disband an academic panel that earlier ruled Ponta had plagiarized large parts of his PhD thesis and should be stripped of the qualification.

Ponta?s supporters claim the referendum is necessary to purge the country?s administrative apparatus of Basescu and his allies. An ex-Communist himself, Basescu is viewed as having had single-handed control over the country for much of his eight-years as president, seeing off prime ministers who defied him, and surviving a previous impeachment vote in 2006. He is also accused of handing out political favors and appointments, according to members of the Social-Liberal coalition.

President Basescu?s present unpopularity comes down, in part, to the weak state of Romania?s economy, and a widespread dissatisfaction with the ruling elite. His survival may depend on whether a recent ruling by the constitutional court is respected: It stipulates that referendum turnout must exceed 50 percent in order to be considered valid. Without this stipulation?Basescu is likely to be turned out of office by the vote.

However, Ponta seems to be reluctantly accepting of the Court's ruling, thus a very possible scenario is that Basescu is defeated, but the vote is declared void due to less than half the voters going to the polls. The president, a proven fighter given his past success in overcoming a call for impeachment, is unlikely to go quietly, so more tension and constitutional deadlock could be in the cards.

Libor Scandal: New York Fed Silent On Barclays' Admission Of Rigging Benchmark Interest Rate

Treasury Secretary Timothy Geithner, who was then head of the Federal Reserve Bank of New York, did not communicate in key meetings with top regulators that British bank Barclays had admitted to Fed staffers that it was manipulating Libor, the Washington Post said, citing people familiar with the matter.

Documents released by the New York Federal Reserve Bank this month showed regulators in the United States and England had some knowledge that bankers were submitting misleading Libor bids during the 2008 financial crisis to make their financial institutions appear stronger than they were.

The reliability of the London interbank offered rate, which underpins transactions worth trillions of dollars, has been rattled by revelations that bankers manipulated it to profit on trades and hide their own borrowing costs during the crisis.

Among other details, the Fed documents included the transcript of an April 2008 telephone call between a Barclays trader in New York and Fed official Fabiola Ravazzolo, in which the unidentified trader said: "So, we know that we're not posting um, an honest Libor."

However, senior officials and investigators never heard an appeal from the New York Fed to investigate possible wrongdoing over Libor, the Washington Post said, citing two people with knowledge of the matter.

Geithner, through a spokesman, referred questions to the New York Fed, which declined to comment, the newspaper said.

The New York Fed and Treasury Department could not immediately be reached for comment by Reuters outside regular U.S. business hours.

(AP) ? A court-backed plan to excise corruption, discrimination and a frequent use of deadly force from the long-troubled New Orleans Police Department will last at least four years and likely cost the financially strapped city $11 million annually.

Attorney General Eric Holder announced the plan Tuesday. Holder said the agreement is the most wide-ranging in the Justice Department's history and resolves allegations that New Orleans police officers have engaged in a pattern of discriminatory and unconstitutional activity.

It comes in the form of a court-approved consent decree, an agreement the Justice Department negotiated with the city after releasing a scathing report taking the department to task on multiple fronts in March 2011. The agreement includes extensive requirements for improved training, better supervision and new technology including cameras in police cars.

Mayor Mitch Landrieu called for Justice Department help in reforming the department when he took office in May 2010.

"The people of this city should rest assured that together with the Department of Justice, we will fundamentally change the culture of the NOPD once and for all," said Landrieu, who estimated the cost at roughly $11 million a year over the next four to five years.

The agreement spells out a series of strict requirements for overhauling the police department's policies and procedures for use of force, training, interrogations, searches and arrests, recruitment and supervision.

"There can be no question that today's action represents a critical step forward," Holder said. "It reaffirms the Justice Department's commitment to fair and vigorous law enforcement at every level."

Landrieu and City Council President Jackie Clarkson both expressed certainty that the council will make the needed budget changes to pay for the plan, while seeking any and all available federal grants to help ease the financial sting.

"It's a priority," Clarkson said after Tuesday's news conference.

New Orleans police scandals go back decades. In the 1990s, they included the severe beating of a suspect in an officer's death, and the conviction of a police officer who arranged the murder of someone who filed a brutality complaint against him. It also saw a conviction in a separate case of a killer cop who murdered a fellow officer and two others during a restaurant robbery.

Renewed attention fell on the department after Hurricane Katrina in 2005. The Justice Department's civil rights division launched a series of criminal probes focusing on police officers' actions in the storm's aftermath.

The investigations resulted in charges against 20 officers, including five convicted last year of civil rights violations in the deadly shootings of unarmed residents on a New Orleans bridge less than a week after the storm's landfall.

The officers convicted in the Danziger Bridge shootings were sentenced to prison terms of up to 65 years. Five others pleaded guilty to engaging in a cover-up plot that included a planted gun, phony witnesses and fabricated reports.

Among the agreement's provisions:

? All officers will be required to receive at least 24 hours of training on stops, searches and arrests; 40 hours of use-of-force training; and four hours of training on bias-free policing within a year of the agreement taking effect.

? All interrogations involving suspected homicides or sexual assaults will have to be recorded in their entirety on video. The department also will be required to install video cameras and location devices in all patrol cars and other vehicles within two years.

? The department will be required to restructure the system for paying officers for off-duty security details, develop a new report format for collecting data on all stops and searches and create a recruitment program to increase diversity among its officers.

? The city and Justice Department will pick a court-supervised monitor to regularly assess and report on implementation of the requirements.

? The city and police department can ask a judge to dissolve the agreement after four years, but only if they can show they have fully complied with its requirements for two years.

The Justice Department has reached similar agreements with police departments in Los Angeles, Cincinnati, Pittsburgh, Detroit and Oakland, Calif. But the scope of the New Orleans consent decree is billed as the broadest of its kind and includes requirements that no other department has had to implement.

For instance, the agreement requires officers to respect that bystanders have a constitutional right to observe and record their conduct in public places. Its "bias-free policing" provisions, which call for creating a policy to guide officers' interactions with gay, lesbian, bisexual and transgender residents, also are believed to be unprecedented for a police department's consent decree.

Holder said Landrieu and Police Superintendent Ronal Serpas didn't wait for the agreement to be signed before instituting reforms.

"The problems that we have identified were many years in the making and preceded this current administration," Holder said. "They are wide-ranging and they are deeply-rooted. Sustainable reform will not occur overnight, but we can all be encouraged that it is already happening here thanks to the leadership of Mayor Landrieu, Chief Serpas and so many others."

Tuesday's announcement comes on the eve of President Barack Obama's visit to New Orleans. Obama is scheduled to deliver a speech at the National Urban League's annual conference Wednesday.

Urban League President Marc Morial is a former New Orleans mayor who saw a rare drop in violent crime amid reforms instituted by then-Chief Richard Pennington in the 1990s.

Morial applauded news of the consent decree.

"It insures that police reform is not dependent on the leadership of any single mayor or any single police chief," said Morial, who blamed his successor, former Mayor Ray Nagin, for allowing earlier reforms to die.

Mary Howell, a New Orleans attorney who has frequently represented victims of police abuse, cautioned that the consent decree will not be a permanent solution to the department's longstanding problems.

"Consent decrees have lives of their own, too, and they end at a certain point," she said. "Everything we do now needs to be geared toward the day when we no longer have that direct federal oversight."

LA City Council votes to ban marijuana shops

LOS ANGELES (AP) ? Unable to rein in hundreds of medical pot shops that blossomed around the nation's second-biggest metropolis, the Los Angeles City Council banned them Tuesday until the state's highest court weighs in.

The 14-0 vote drew an angry, profanity-laced response from some medical marijuana advocates who attended the council meeting.

Mayor Antonio Villaraigosa was prepared to sign the ordinance, according to his spokeswoman, Vicki Curry. The storefront ban would then go into effect after 30 days.

In the interim, letters will be sent to as many as 900 dispensaries advising them of the ban.

The city has fumbled with its medical marijuana laws for years, trying to provide safe and affordable access to the drug for legitimate patients while addressing worries by neighborhood groups that streets were being overrun by dispensaries and pot users.

"Relief is on the way," said Councilman Jose Huizar, who introduced the so-called "gentle ban."

Many cities have struggled with medical marijuana ordinances, but none has had a bigger problem than Los Angeles, where pot shops have proliferated. At one point, the city ordered closure of the shops ? a process that failed amid lawsuits and conflicting rulings by appellate courts.

This time around, the city has a stronger case if faced with lawsuits by pot shop owners, city officials said. A recent appellate court ruling seems to support the new ordinance that refers to a marijuana collective as three or fewer people.

The ban also allows hospices and home health agencies to provide medical pot.

"A judge could file an injunction but we think that is unlikely," said Jane Usher, a special assistant city attorney.

The ban comes during a confusing time for Californians ? despite voter approval in 1996 for medicinal use of marijuana with a doctor's recommendation. The state Supreme Court has decided to clarify marijuana's hazy legal status by addressing whether local governments can ban medical marijuana clinics. But a hearing has yet to be set by the high court.

Meanwhile, U.S. authorities have cracked down on pot clinics around the state, saying such operations remain illegal under federal law.

Los Angeles passed an ordinance two years ago that was supposed to shutter hundreds of pot dispensaries while capping the number in operation at 70. But a set of legal challenges against the city by collectives and last month's expiration of the ordinance thanks to a sundowner clause led to another surge of pot shops. City officials said 762 collectives have registered with the city and as many as 200 more could exist.

"We need to start with a clean slate," Councilman Mitchell Englander said before the vote. "Los Angeles has experimented with marijuana and has failed."

However, the ban could be temporary for some dispensaries. A motion made by Councilman Paul Koretz called for city staff to draft an ordinance that would allow for about 180 pot shops to be reopened that were in business before a moratorium was enacted several years ago. That motion isn't expected to be considered for several months.

After the vote Tuesday, some medical marijuana advocates shouted expletives, while others questioned where they could get the drug in the future.

"You don't care about people!" yelled one person.

At least 178 California cities from Calistoga to Camarillo and 20 counties already have banned retail pot shops, according to the medical marijuana advocacy group Americans for Safe Access.

Reflecting the murky language of the state's medical marijuana laws, a handful of dispensaries have successfully challenged such local prohibitions in court along with laws that merely sought to regulate dispensaries.

Most recently, an appeals court in Southern California struck down Los Angeles County's 2-year-old ban on dispensaries, ruling that state law allows cooperatives and collectives to grow, store and distribute pot. But in a separate case, an appeals court said federal law pre-empts local municipalities from allowing pot clinics.

The hearing came a day after a priest, drug counselors and others decried crime and other social problems they say surround neighborhood marijuana dispensaries.

Among those who spoke at that gathering was a woman who complained about having to push her baby's stroller through clouds of marijuana smoke near dispensaries in her East Hollywood neighborhood.

Daniel Sosa, a medical marijuana advocate, told council members during the hearing it's fruitless to approve a ban that won't have any merit, and will likely lead to more lawsuits.

"If you can't enforce it, why are you going to pass something?" Sosa asked the council.

The Humility And Determination Of Sally Ride

America's first woman in space inspired thousands of women and girls. Astronaut Sally Ride died Monday of pancreatic cancer. For more on Ride's life and legacy, host Michel Martin speaks with Ellen Ochoa, the first Hispanic American woman astronaut; and retired Air Force Colonel Pamela Melroy, a former NASA astronaut and the second woman to command a shuttle mission.

MICHEL MARTIN, HOST:

This is TELL ME MORE from NPR News. I'm Michel Martin. Coming up, as sports fans around the world look forward to the start of the Olympics, we'll check in with a star of the U.S. women's soccer team, Sydney Leroux. We'll have that conversation in just a few minutes.

But first, we are taking a closer look at the life and legacy of a pioneering American, Sally Ride, the first American woman in space. She died yesterday after a battle with pancreatic cancer. She was 61 years old.

After her mission on the space shuttle Challenger in 1983, Sally Ride became a hero for many aspiring astronauts, but particularly for girls who wanted careers in space and science. She talked about that in a 2003 interview with my colleague from MORNING EDITION, Steve Inskeep. Here's a short clip.

(SOUNDBITE OF ARCHIVED RECORDING)

SALLY RIDE: All you need to do is look into the eyes of the kids growing up today. When you mention astronauts, the planets, the space program to them, their eyes just light up. It really captivates them and it ignites something deep inside of all of us.

MARTIN: We wanted to talk more about Sally Ride, so we're joined now by Ellen Ochoa. She's currently the deputy director of the Johnson Space Center and she's also a trailblazer in her own right. She was the first Latina in space.

Also with us, Colonel Pamela Melroy. She piloted two shuttle missions and served as the commander on the 2007 Discovery shuttle flight, making her another trailblazer, only the second woman to command a shuttle. Colonel Melroy is retired from the Air Force and now she leads field operations at the Office of Commercial Space Transportation for the Federal Aviation Administration.

Welcome to you both. Thank you so much for joining us, and of course our condolences on the loss of this friend and colleague.

ELLEN OCHOA: Thank you very much, Michel.

PAMELA MELROY: Yeah, thank you. It is a tragic loss.

MARTIN: Ellen Ochoa, I'd like to start with you because you've called Sally Ride one of your biggest inspirations. In fact, I remember that when you and I had a conversation on this program some time ago, you mentioned that. What was it about her that inspired you particularly?

OCHOA: When she went on her first flight, I was at Stanford in the middle of getting my PhD. Of course a few years before, when the first six women astronauts were selected, that was - you know, it had a huge impact on me, even though at that time I really had never thought about becoming an astronaut.

But when I was in graduate school and the shuttles started flying and people were talking about, you know, maybe becoming astronauts, I realized that was something that I would absolutely love to do, combine my interests in doing engineering and research and going into space all in one career.

So to see her in space - and she had an undergraduate degree in physics, just like I did, and she had a PhD from Stanford, and I was in the middle of getting a PhD from Stanford, I mean it just really helped convince me that I wasn't, you know, completely crazy in thinking about trying to become an astronaut myself.

MARTIN: Colonel Melroy, what about you? You were just graduating from college in 1983 during that space shuttle mission. What do you remember about it and what effect do you think it had on you and your career?

MELROY: Well, I remember it very clearly because Sally came to speak at MIT after her first mission, so I had the opportunity to hear her speak and, you know, and shake her hand afterwards, and I had already decided that I wanted to be a pilot astronaut and I also majored in physics. But to meet her was absolutely electrifying for me. It sort of cemented all of my desires.

MARTIN: Did she seem to be mindful of the effect that she had on young girls and young women who were interested in following her path?

MELROY: I think she was almost a little bit bemused by the tremendous outflow of emotional connections that were happening after her flight and it was really interesting to see her personal humility, and also, you know, great determination and passion for what she was doing.

MARTIN: Ellen Ochoa, the first of your four space shuttle flights came a decade after Sally Ride's mission. Do you think her work changed the prospects for women in NASA, particularly given just how beautifully she carried herself? You know, as you both pointed out, just - you know, a great spirit, great humility, great work ethic, you know, all of that. Do you think she was a game changer?

OCHOA: Oh, there's no question that the fact that I joined the astronaut office 12 years after the first woman joined, that all of them, collectively, had really made an impact on the office and made it so much easier for me to come in and do my job and just be seen as one of the astronauts and work on what I wanted to work on, which is be the best crew member I could possibly be.

And with Sally sort of setting that goal and, you know, she went out just to do the very best job she could onboard - it definitely affected all of our ability later on to go out and just focus on doing that as part of our job and be accepted as part of the crew and be contributors in every way possible.

MARTIN: If you're just joining us, you're listening to TELL ME MORE from NPR News and we're paying tribute to Sally Ride, the first American woman in space. She died yesterday. We're talking with two trailblazers in their own right. Ellen Ochoa, she's now deputy director of the Johnson Space Center. She was the first Latina in space.

Also with us, Colonel Pamela Melroy, the second woman to command a space shuttle mission. She now serves as the Federal Aviation Administration's Office of Commercial Space Transportation.

Ellen Ochoa, when we talked last year, we talked about the end of the NASA shuttle program. I'm just wondering if you think that the loss of that program means a lost opportunity for the next Sally Ride to emerge. I'm just wondering where the opportunities to break ground are going to come from now, and I'm sure, you know, Colonel Melroy, I know you want to weigh in on this too. But Ellen, I'm going to ask you this first.

OCHOA: Well, there are still lots of opportunities. Right now onboard the International Space Station is Suni Williams, another one of our wonderful women astronauts here at NASA. You might remember that when she was up there before, she actually ran a marathon in space, and so she exhibits a lot of the same qualities that Sally did in terms of, you know, being smart, being athletic, being very personable.

So we want to make sure people understand we are still flying in space, both men and women, and I think there's lots of opportunities.

MARTIN: Colonel Melroy, what do you think?

MELROY: I just really see that there are more opportunities spreading in all the sectors for space and that just means more opportunities for young women, and I'm really excited about thinking about a woman perhaps being the first person to set foot on Mars someday, and so when you put it in that perspective, you see there's a lot of opportunities out there.

MARTIN: You two are the last people, I would think - including Sally Ride - who would be in any way engaged in a pity party, but sometimes being first is not, you know, unadulterated fun. Did she ever talk about the less fun side of the scrutiny?

OCHOA: I didn't, you know, know Sally personally when she was in the astronaut office. By the time I joined she had left, but I did get to know her later because of the company that she started, Sally Ride Science. And so she reached out to me and to many of the other women astronauts and asked us to be speakers at the science festivals that they put on, which were particularly geared to getting middle school girls interested in science and engineering and giving them some idea what it was about, giving them some hands-on opportunities.

And so my interactions with her through her company and everything that she was doing to bring science and engineering to middle school girls were all so positive, and you could tell she really, really had a passion for it.

I remember she told me a story a few years ago of - she'd gotten a letter from a girl who had said that her teacher told her that it was impossible for women to be astronauts. I mean, this was in the 21st century. It was not anywhere near the time that she flew in space. It was only about 10 years ago and she just couldn't believe that the word still wasn't getting out to girls here, and so she was very, very passionate about making sure that girls had the opportunity to know that all these careers were available to them and to give them an idea of what they were like.

MARTIN: Colonel, anything you want to add?

MELROY: I think that Sally was a very private person, but she found a way to really take the experience of being in the public eye to promote stem education, and I also got asked by Sally to speak at the science festivals and have done so because I just strongly believe in her vision. I think it was a great and wonderful way to take the fame that she had and really focus it in a very positive way.

MARTIN: Colonel Pamela Melroy was the second woman to lead a space shuttle mission. She is now in the Office of Commercial Space Transportation at the FAA and she was kind enough to join us from her office in Washington, D.C. Also with us, Ellen Ochoa, deputy director of the Johnson Space Center, first Latina in space, and she was kind enough to join us from her office in Houston. They were both sharing their reflections on the life and legacy of Sally Ride.

Thank you both so much for joining us.

OCHOA: Thank you, Michel.

MELROY: Thank you.
